This site, by Brig Klyce, is by far the best source for information about panspermia.  Brig Klyce refers to the theory as cosmic ancestry, the idea that the seeds of life came from space.

The hypothesis is a bit more extensive than what I outlined in a previous post, also including the notion that genes that encode various proteins mostly come from space, and are arriving all the time.  Genes that have useful functions are taken up by bacteria and other life forms, incorporated into genomes via various well-known mechanisms.  His idea is that evolution of new traits usually would require new genes, rather than just adaptations of an organism’s existing genome.
